A plurality of micro-perforations are disposed across the balloon, wherein the micro-perforations emit a stream of fluid from the interior volume when the pressure within the balloon exceeds a threshold pressure. An air supply is securable to the inlet valve, wherein the air supply includes a pump that can inflate the balloon to a desired pressure.
