    Abstract: This application discloses a communication method and apparatus. A terminal device receives first information from a network device. The first information indicates that the terminal device is to skip PDCCH blind detection. The terminal device determines a start moment of a first time period based on the first information. The terminal device stops the PDCCH detection within the first time period from the start moment of the first time period. The terminal device determines a time from which the PDCCH detection is actually stopped, so that the network device and the terminal device can have consistent understanding for the time from which the terminal device actually stops the PDCCH detection, to improve resource utilization and reduce power consumption of the terminal device.

    Abstract: This application discloses a message transmission method. User equipment may receive a power saving message from a network device, where the power saving message carries indication information of a short message, and the short message includes at least one of the following: a public warning system notification or system information modification information. Then, the user equipment obtains the short message from the power saving message. In this way, when the user equipment is in a connected state, the user equipment may obtain the short message by using the power saving message, for example, a PoSS, instead of by monitoring a paging PDCCH; and when the UE is in a sleep state, the UE is not woken up to monitor the paging PDCCH. This reduces power consumption of the user equipment in the connected state.

    Abstract: Disclosed are a method and an apparatus for sending and receiving a reference signal set. The method includes: sending, by a network device, configuration information for a reference signal set; and sending, by the network device, the reference signal set based on the configuration information, where the reference signal set is associated with a PF, and in time domain, the reference signal set is after a synchronization signal burst set and before a first PO in the PF. Therefore, when a time gap between the synchronization signal burst set and a PO for a terminal device is relatively long, the terminal device may perform AGC tuning, time/frequency tracking, beam selection, and RRM measurement based on the reference signal set, to reduce wake-up times of the terminal device or reduce a wake-up duration of the terminal device, thereby reducing power consumption of the terminal device.
