According to the foregoing method, the terminal device may communicate, based on the received first information, with the network device on the second frequency domain resource when the status of the terminal device is the first state.

Therefore, the terminal device can complete, without learning of a system bandwidth, a process of determining a PRB corresponding to a start point of a PRB number in the system bandwidth.
