In thickness direction of the electrode plate, the conductive layer is provided at two opposite sides of the insulating layer. The insulating layer includes a first region and a second region, and in width direction of the electrode plate, at least one end of the first region is connected to the second region. Thickness of the second region is less than thickness of the first region, and the tab portion is at least partially disposed in the second region. The electrode plate further includes an active substance layer applied on a surface of the conductive layer facing away from the insulating layer. The tab portion is not coated with the active substance layer.

The battery cell includes an electrode assembly, and the electrode assembly includes a body portion and a lead-out portion that are disposed in a first direction, the body portion being electrically connected to an electrode terminal via the lead-out portion. The lead-out portion includes a tab portion and a conductive structure. A first end of the conductive structure is welded to the tab portion to form a welded zone, a second end of the conductive structure is connected to the electrode terminal, and the conductive structure extends along a direction leaving the body portion. A melting zone is provided between the welded zone and the body portion. The technical solution of this application can reduce the probability of thermal runaway of batteries.
