In the method, a terminal device can receive scheduling information from a network device, and determine a first available resource, which is not earlier than a target moment, in a resource pool to be a sidelink transmission moment, wherein the target moment is related to a time correlation parameter, and the time correlation parameter can be from the scheduling information or a terminal. According to the method, a sidelink transmission moment of a terminal can be determined, thereby making up for the defect in the prior art of there being a lack of solutions for determining a sidelink transmission moment, and improving the stability and flexibility of a sidelink transmission process.
