The photoluminescent composition is applied to at least a portion of the area of the front face of the road signs. A clear coat composition is applied over the previously applied photoluminescent composition to discourage wearing and fading of the rare earth material. A touch sensor having a single ITO layer manufactured by the method and a touch screen including the touch sensor are further disclosed by the invention.
