The method includes: determining, by a network device, one of a time interval threshold for performing frequency hopping by a terminal during transmission of a first signal, a basic parameter set used by the terminal to transmit the first signal, or a configuration of a slot or a mini slot; and sending, by the network device, first information according to at least one of the time interval threshold, the basic parameter set, or the configuration of the slot or mini slot, where the first information is used to instruct the terminal to perform or not to perform frequency hopping during transmission of the first signal.
