The method includes: first, an FPGA routing congestion prediction problem is modeled as an image conversion problem; feature information parameters are extracted according to the image conversion problem; and a cycle-consistency generative adversarial network model is defined to solve the image conversion problem, and a result of routing congestion prediction is obtained.
