    Abstract: A method and apparatus provide synchronization signals and random access for flexible radio communication. Downlink orthogonal frequency division multiplexing signals including a synchronization signal can be received. The synchronization signal can be transmitted with a first subcarrier spacing and a first bandwidth. Cell detection can be performed using the received downlink orthogonal frequency division multiplexing signals to detect at least one cell. A cell of the at least one detected cell can be selected. Information of at least one subcarrier spacing associated with the selected cell can be received. The at least one subcarrier spacing can be used for communication. A second subcarrier spacing can be selected from the at least one subcarrier spacing. Fine downlink timing information can be obtained from an extended synchronization signal having a second bandwidth when the selected second subcarrier spacing is larger than the first subcarrier spacing.

The information can include a plurality of subcarrier spacings and at least one random access configuration for a cell. Each of the at least one random access configuration can be associated with at least one subcarrier spacing of the plurality of subcarrier spacings. The at least one subcarrier spacing can be used for communication. A random access configuration can be selected from the at least one random access configuration. A random access preamble can be transmitted according to the selected random access configuration.

    Abstract: A method and apparatus include scanning one or more frequencies within a predetermined spectrum space designated for use by the communication network. Synchronization signals are detected on a first frequency of the scanned one or more frequencies, and a first identity value is determined from the detected synchronization signals. The method further includes receiving a first reference signal based on the determined first identity value, and receiving a broadcast channel. The broadcast channel is then decoded based on the received first reference signal, and identifying from the decoded broadcast channel a second identity value. A second reference signal is then received, based upon the first identity value and the second identity value.

    Abstract: A method and apparatus include receiving a measurement configuration by higher layer signaling, where the higher layer signaling is above the physical layer. The measurement configuration includes at least information of frequency location of synchronization signals, a carrier frequency, and a maximum allowed measurement bandwidth. A measurement reference signal is then received based on the received measurement configuration, and a measurement based on the received measurement reference signal is performed.
