In at least some embodiments, a first message sent by a second base station is received by a first base station. The first message is used to indicate that the second base station needs to transmit data. A second message is sent to the second base station by the first base station. The second message carries at least one address, and the address is associated with the data.

Abstract: This application provides a network overload control method and an apparatus. The method includes: determining, by a core network device, to perform overload control for at least one network slice; sending, by the core network device, a first message to a radio access network device, where the first message includes an overload response to at least one piece of single network slice selection assistance information or at least one network slice category; and performing, by the radio access network device, an overload action on a radio resource control request of the at least one network slice. According to the network overload control method in this application, a network effectively performs overload control for any network slice.
