    Abstract: A paging method includes: determining, by an access network device or a core network device, a paging cycle based on type information of a terminal, and sending first information based on the paging cycle, where the first information is used to page the terminal. The paging cycle is determined as 2.56 s according to the type information indicating that the terminal is REDCAP UE, so that the REDCAP UE can perform monitoring in the paging cycle of 2.56 s, receive emergency broadcast in time, and obtain energy saving gains. In some situations, a paging method includes receiving first information comprising information of a paging cycle for a terminal, and determining, according to type information of a camped cell on which the terminal is currently camped, whether to use PTW in monitoring paging in accordance with the first information.

The cell selection parameter includes a cell selection receive level value Srxlev and/or a cell selection receive quality value Squal. Next, the terminal device may determine, based on uplink capability as to whether the terminal device can perform uplink enhancement, the cell selection parameter of the at least one first to-be-selected cell by using the first offset. Then, the terminal device may determine a first cell from the at least one first to-be-selected cell based on the cell selection parameter.

    Abstract: This application relates to a measurement method and an apparatus. If determining that a terminal device meets a first measurement reporting condition, the terminal device sends first information to a network device. After receiving the first information, the network device sends second information to the terminal device, and the terminal device receives the second information from the network device, where the second information is used to indicate to enter a relaxed measurement state of a serving cell. For such a terminal device, frequent measurement of the serving cell is equivalent to an unnecessary measurement process, and causes high power consumption. Therefore, the network device may indicate such a terminal device to enter the relaxed measurement state of the serving cell, to reduce a measurement process of the serving cell, so as to save power.
