The illustrated cutting device is in the inner space of the second shelf 10c which including relatively set cutting items and accessories. When the driving pole 42c of the driving handle 4c slide in the driving groove 122c, it would twist the rotation shaft 2121c to make the shift cutlery 22c rotate counter-clockwise.
The illustrated accessories is the fixed cutlery 213c which corresponding to the shift cutlery 22c set between the two curve side plates 101c of the second shelf 10c, in front of the cutting device. The edge 2131c of the fixed cutlery 213c is located at the passage when the shift cutlery 22c rotates. When the shift cutlery 22c and the fixed cutlery 213c gathering to each other, it could make the paper tape R1 placed at it be gradually cut down along the contacted point to make the process well-distributed and continuous.
The cutlery and the accessories of the cutting device in this embodiment could be other structure. For example: The cutter edge of the illustrated shift cutlery could be beeline or arc. The accessories could be a fixed cutlery with a cutter edge or also could be other non-cutter-edge members. The shelf of the embodiment 3 must has enough capacity space to let the new-opened paper roll R do some rolling forward and backward this is the capacity distance bigger than the diameter of the new-opened paper roll to let the paper roll placed inside could roll to the forward or backward to gather up by the appropriate structure to fix the pulled-out paper tape R1 pulled out from the paper roll R and the paper roll R of the bias box-shape shelf could roll and produce drag and then pull more paper out from the paper roll R.
On the other hand, when the paper tape R1 is gripped to fix, it would cut down the paper by the cutlery device. After cutting sown the paper, the cutlery device would open and the paper which is gripped to fix is also release.
Owing to the cutter point of the shift cutlery 22c is bias to the rotated axle centre line, and the cutter edge of the fixed cutlery 213c is parallel to the rotated axle centre line of the shift cutlery 22c therefore the contact of the two cutleries when the two gather up would not be contact of all cutter edge but the point contact. (the contact point of the shift cutlery 22c and the fixed cutlery 213c is from two side to the middle) When the second shelf 10c rotate clockwise of the rotation shaft 111c, the bias of the long groove 104c lean from low-left-high-right to the high-left-low-right to make the paper roll central column 33c (or paper roll R) slide to the right. Owing to the pulled-out paper bend the guiding piece of the paper tape guiding device 32c and be curved in front of the guiding piece and fix and then the paper roll R shift to the right so that force the paper roll R rotate on the counter clockwise direction to let the paper pull out from the paper roll R. When the shift cutlery 22c rotated to the end point, the paper has been completely cut down. When the hand takes the paper and leaves the horizontal skirt 102c or the second shelf 10c, the pressed spring 115c bounces to push the second shelf 10c leftward to the original position to make the driving handle 4c and the cutlery seat all rotate clockwise and get back to the original position. And the long groove 104c (or the capacity of the second shelf) would return to the low-left-high-right bias to make to paper roll R rotate counter clockwise and roll to the left. And the formerly pulled-out paper and the roll-out paper are delivering to the left and carrying by the arc on the top of the paper tape supported device 31c (or set on the thin roller which replace the arc on the top of the paper tape supported device 31c) and supporting by the guiding piece of the paper tape guiding device 32c so that it could deliver smoothly. When the paper roll R roll to the left, the soft and flexible paper tape supported device 31c could be press down and into the supported groove 323c but not obstruct the shift of the paper roll R. When the shift cutlery 22c returns to the original position, the front of it would leave the paper so that the front of the delivered paper could droop and extend out of the first shelf 12c. There is a crippling guiding piece 131c of the first shelf 12c which has a guiding obliquity 1311c on it. The drooped paper contacts to the obliquity and slides to the left leading for much more extended out of the whole device. The middle of the guiding piece 131c is concave convenient enter for forefinger and hold the front of the paper R2.

1. a paper roll feeder device, comprising:
- a shelf, with pushing active device, comprising a capacity space capable of containing paper roll motions for fixing and supporting members and other members, wherein the serve further has a paper export; and
- a cutting device, configured in a passage of a paper tape of the shelf, comprising at least one cutlery to cutting down the paper tape, wherein the cutting device is forwarded to the paper tape by the push from the shelf.

As cited in claim 23, wherein the paper tape pushing supported device comprising a pushing shelf, the paper tape in configured on the pushing shelf, the pushing shelf is hinged on the shelf for supporting the paper tape and a driving cam is configured on the other shelf corresponding to the shelf for supporting the paper tape, a driven cam capable of matching the driven cam is configured on the pushing shelf, and the pushing shelf is driven by the driven cam so as to pull out the paper tape when the other shelf is push downward.
