FIG. 3 is a front view of a display screen or a portion thereof with a graphical user interface;

FIG. 4 is a front view of a display screen or a portion thereof with a graphical user interface;

FIG. 5 is a front view of a display screen or a portion thereof with a graphical user interface; and,

FIG. 6 is a front view of a display screen or a portion thereof with a graphical user interface.

The outermost broken line rectangle shown in the drawings illustrates the display screen or portion thereof and forms no part of the claimed design. The remaining broken lines shown in the drawings illustrate portions of the graphical user interface that form no part of the claimed design. The broken lines in FIGS. 2 and 4 that depict an elongated concave crescent shape or a part thereof are for illustrative purposes only and form no part of the claimed design.

The appearance of the display screen or portion thereof with animated user interface transitions sequentially between the views shown in FIGS. 1, 2, 3, 4, 5, and 6 respectively. The process or period in which one views transitions to another forms no part of the claimed design.

The ornamental design for a display screen or portion thereof with an animated graphical user interface, as shown and described.
