FIG. 1A is a front view of a display screen or portion thereof with graphical user interface, showing my new design; and,

FIG. 1B is a partial enlargement thereof, shown for clarity of illustration.

The dot-dash lines in the drawings show the boundary of the claimed design, the evenly spaced broken lines at the perimeter of the figure illustrate the display screen or portion thereof, and the remaining broken line showing of text and numbers illustrates portions of the graphical user interface. None of the broken lines form part of the claimed design.
