Description

The FIGURE is a front view of our design for a display screen or portion thereof with graphical user interface and icon.

The outer broken line rounded rectangle shows an electronic device as environmental structure. The inner broken line rounded rectangle shows the display screen or portion thereof, and all other broken lines show portions of the graphical user interface thereof. The broken lines form no part of the claimed design. The claim is not limited to its positioning within the environmental structure.

The ornamental design for a display screen or portion thereof with graphical user interface and icon, as shown and described.
