FIG. 1 is a front view of a first image of a display panel portion with an animated graphical user interface, showing our new design;

FIG. 2 is a front view of a second image in the sequence thereof;

FIG. 3 is a front view of a third image in the sequence thereof; and,

FIG. 4 is a front view of a fourth image in the sequence thereof.

The appearance of the graphical user interface sequentially transitions between the images shown in FIG. 1 to FIG. 4. The process or period in which one image transitions to another image forms no part of the claimed design.

The outermost broken lines depict a display panel portion and form no part of the claimed design. The remaining broken lines depict portions of the graphical user interface that form no part of the claimed design.

The ornamental design for a display panel portion with an animated graphical user interface, substantially as shown and described.
