The broken line outline of a mobile device in FIGS. 2, 4, and 6 depicts environmental structure and forms no part of the claimed design. The dot-dash broken lines forming rectangles in the figures represent boundaries of the claimed design and form no part of the claimed design. All other broken lines in the drawings depict portions of a graphical user interface that form no part of the claimed design.

The ornamental design for a display panel or portion thereof with graphical user interface, as shown and described.
