FIG. 1 is an oblique view of an ornamental novelty hat showing my new design;

FIG. 2 is a front view of the ornamental novelty hat shown in FIG. 1, the opposite side being substantially identical;

FIG. 3 is a side view of the ornamental novelty shown in FIG. 1, the opposite side being substantially identical;

FIG. 4 is top view of the ornamental novelty hat shown in FIG. 1;

FIG. 5 is a bottom plan view of the ornamental novelty hat shown in FIG. 1; and,

FIG. 6 is a bottom view of the ornamental novelty hat of FIG. 1, the broken line showing of the human form is for illustrative purposes only and forms no part of the claimed design.
