FIG. 1 is a front perspective view of the high rise spout base showing my new design;

FIG. 2 is a rear perspective view thereof;

FIG. 3 is a right side elevational view thereof, the left side being a mirror image;

FIG. 4 is a top plan view thereof; and,

FIG. 5 is a bottom plan view thereof.

The broken line showing of the base bottom, top and spout in FIG. 1 are for purposes of illustration only and form no part of the claimed design.
