FIG. 2 is a front elevational view thereof;

FIG. 4 is a right side elevational view thereof; and,

FIG. 5 is a top plan view thereof.

In the drawings, the broken lines represent portions of the lottery ticket dispenser that form no part of the claimed design.

We claim the ornamental design for a lottery ticket dispenser, as shown and described.
