The appearance of the animated user interface sequentially transitions between the images shown in FIGS. 1-7 and FIGS. 8-14, respectively. The process or period in which an image transitions into another image forms no part of the claimed design. The broken line showing of the display screen or portion thereof and graphical elements within the display screen illustrates unclaimed environment and forms no part of the claimed design.

The ornamental design for a display screen or portion thereof with an animated graphical user interface, as shown and described.
