In FIGS. 1 through 16, the broken lines illustrate portions of the device for fitting over a thumb t discourage thumb-sucking that form no part of the claim. In FIGS. 9 through 16, the broken line showing of a hand depicts unclaimed environmental subject matter.

The ornamental design for a device for fitting over a thumb to discourage thumb-sucking, as shown in the accompanying drawings and described above.
