The appearance of the graphical user interface of the display screen or portion thereof sequentially transitions between the images shown in FIGS. 1-3 and FIGS. 4-6. The process or period in which one image transitions to another forms no part of the claimed design.

The outermost broken line perimeter illustrates a display screen or portion thereof and forms no part of the claimed design. The remaining broken lines illustrate portions of the graphical user interface and form no part of the claimed design.

Claims

The ornamental design for a display screen or portion thereof with a graphical user interface, substantially as shown and described.
