Ornamental design for a dual flow rotating nebulizer, as presently disclosed, consisting of seven components that are easily assembled disassembled; the rotating nebulizer uses a turbine within an enclosure consisting of a base pedestal and a pedestal cap, an upper/lower pyramid assembly and a rotating drag enhancer to deliver medication through a removable mouthpiece.
