The appearance of the animated images sequentially transitions between the images shown for each of the four implementations, FIGS. 1-2, 3-4, 5-6, and 7-8, respectively. The process or period in which one image transitions to another forms no part of the claimed design.

I claim the ornamental design for a display screen or portion thereof with an animated graphical interface, as shown and described.
