The appearance of the animated images sequentially transitions between the images shown in FIGS. 1-2 and 5-6. The process or period in which one image transitions to another forms no part of the claimed design.

The outermost sharp-cornered broken-line rectangle shown in FIGS. 1-4 illustrates a display screen and forms no part of the claimed design. The broken lines within this rectangle show portions of the animated graphical user interface and form no part of the claimed design. The remaining broken lines illustrate a portable device incorporating the display screen and form no part of the claimed design.

The ornamental design for a display screen or portion thereof with graphical user interface, as shown and described.
