The appearance of the animated images sequentially transitions between the images shown in FIGS. 1-3, or FIGS. 4-6. The process or period in which one image transitions to another forms no part of the claimed design.

The size of the circle around the user icon in the top right corner of each successive image is the same as the size of the circle around the user icon in the previous image in a sequence. The top left corner of each successive image is at the same location as the top left corner of the previous image in a sequence.

The ornamental design for a display screen or a portion thereof with an animated graphical user interface, as shown and described.
