The appearance of the transitional graphical user interface sequentially transitions between the images shown in FIGS. 1-4, FIGS. 5-8, and FIGS. 9-12. The process or period in which one image transitions to another forms no part of the claimed design. The outermost broken-line rectangle illustrates the perimeter of a display screen, or portion thereof, and forms no part of the claimed design. The remaining broken lines illustrate portions of a graphical user interface and form no part of the claimed design.

I claim the ornamental design for a display screen, or portion thereof, with a transitional graphical user interface component, as shown and described.
