The stipple shading in the drawings portrays the illusion of translucent shaded portions of a graphical user interface through which other portions of the graphical user interface are partially visible. The stipple shading in the drawings indicates a contrast of appearance.

The ornamental design for a display screen or portion thereof with a graphical user interface, as shown and described.
