A polymer coating is extruded over both the substrate surface and the strip. The strip is thereby affixed to the substrate surface by the coating while the portion of the underside surface of the strip remains substantially unbounded to the substrate surface. At the same time, a substantial portion of an upper surface of the strip adjacent the polymer coating layer is bonded to the coating layer.
