One end of the barge, such as the stern, is partially flooded or otherwise ballasted so that the deck slopes downwardly from the bow toward the stem. A plurality of concrete blocks on the deck form an attenuator that, in turn, defines one or more settling ponds on the surface of the barge. A weir across the stem of the barge forms an additional settling pond at the rear of the barge. Solids suspended in the water removed from the waterway settle out onto the deck when the dredge spoils are deposited onto the bow. Remaining solids suspended in the water deposit onto the deck as the water flows through the settling ponds. The flow of oil to the components (18) is controlled by recirculating a proportion of the oil flow through a bypass (20). The bypass (20) regulates the flow of oil to the components (18) so that the amount of heat transferred to the fuel in the heat exchanger (16) is controlled. At low engine powers a greater proportion of the oil flows through the bypass (20) to reduce the oil flow to the components (18). The converter generates highly reactive hydroxyl radicals that are attracted to the combustion temperature at the cylinders. The hydroxyl radicals form supercritical water in the cylinders, and eliminate soot formation, increases engine efficiency, and reduce top combustion temperature. The disclosed methods and systems significantly reduce pollutants and the risk of explosions within or near the diesel engine.
