First and second gears are mounted to the first and second covers, respectively. Third and fourth gears are mounted to a shaft that rotates between first, second, third, and fourth positions in sequence. The third gear is engaged with the first gear as the shaft rotates from the first position to the third position, and the fourth gear is engaged with the second gear as the shaft rotates from the second position to the fourth position. As the shaft rotates from the second position to the third position, the first cover assists in rotating the shaft and opening the second cover. The hinge assembly allows the upper frame to pivot the hatch between open and closed positions. The lower frame includes at least one catch to receive an edge of the hatch, when the hatch is closed. Spring members on the upper frame urge the hatch toward the upper frame so that the hatch may be swung away from the opening. Inflating a bladder positioned between the upper frame and hatch overcomes the spring pressure and urges the hatch into tight contact with the collar. A first inflatable hose for opening the railroad car cover is attached at one end to the cover and at another end to the car and extends partially around the camming device in a taut position when the car cover is closed. A second inflatable hose for closing the railroad car cover is also attached at one and to the cover and at another end to the car and extends from the cover in a relaxed position when the car cover is closed.
