The retention plate defines a plurality of slots corresponding to the plurality of slot walls. The first housing may define a groove that receives the protruding edge, and the second housing may include a rim that engages the flanged lip of the valve retainer. Valve housings including first and second mating structures separated by wall segments may be positioned in outlets of the first housing and corresponding slots of the valve retainer.

The actuator mechanism mounts to the lid to move the lid with respect to the tank opening between first and second positions in which in the first position the lid overlies the tank opening and in the second position the lid is substantially clear of the tank opening. The latch mechanism may be moved into a latched orientation in which when the lid is in the first position the latch mechanism latches the lid into engagement with the tank opening.

The rectangular sheet is then bent or rolled to form a short cylinder or ring conforming to the shape of a loading hatch and/or nozzle, and forming a bib or sleeve around the exterior of the hatch and/or nozzle. The bib is then secured in position by installing fasteners through the slots provided. The anti-accumulator fits around the loading nozzle (or hatch coaming) on the top of cement hopper cars to allow accumulated cured particulate matter to be easily released from the nozzle.
