The cationic liquid starchy composition is characterized by selected dry material, viscosity, total nitrogen content and pH values. The viscosity is 200 mPa·s with a maximum of 1000 mPa·s, (according to a T test). The nitrogen content is at least 0.6% with a maximum of 1.4% (dry/dry). The cationic liquid starchy composition can contain, at least one polyol, preferably a saccharide and used as is or after dilution.
