The stem is inserted into the stem receiving space and an outer circumferential surface of the stem is subject to constraint by the support face of the support board and the resilient retention forces respectively applied by the first and second brackets symmetrically in directions toward the support face so that a predetermined rotational friction is induced between the outer circumferential surface of the stem and the inside surfaces of the first and second brackets.

The central latch bracket includes a channel for receipt of the pin which is securely and releasably retained in the channel by the leading cam edge of the latch and safety slide.
