In another embodiment, the covering is composed of three panels, two front panels and a back panel. Front shoulder straps on the covering are removably attached to the front of the turnout coat at the shoulders. Back shoulder straps on the panel overlap and are removably attached to the corresponding front shoulder straps. In the three panel embodiment, the back panel has a pair of lappets that overlap and are removably attached to the corresponding front panel.

Each space has one or more openings, in either the inner or outer layers, and preferably at the shoulders or sides of the torso, or at the pocket areas of pants. The spaces are preferably large, not only relative to the size of a corresponding thermal transfer element, but also to the size of the garment. Thermal transfer elements are preferably disposed in pouches having a thermal insulation on that side, and have only a very thin, thermally transmissive, fabric on the other side.

In terms of heat resistance, flame resistance, and tear strength, each shell conform to all applicable standards of NFPA 1971 for outer shells of protective clothing. In terms of thermal protection performance, the protective garment conforms to all applicable standards of NFPA 1971 for all layers of protective clothing. Desirably, the protective garment conforms to the standards of NFPA 1971, no matter which shell faces outwardly when the protective garment is worn, except that the shell of low visibility does not have trim that is reflective, fluorescent, or both.

A leash that can be utilized as a belt can be used to snuggly fit the jacket around the user's waist. The exterior pocket includes an opening on the front surface of the pocket where a grommet is typically attached around the perimeter of the opening. The bag is pulled through the opening in the grommet to gain access to the bag. The lead bag is removed from the roll along the perforation separating the bags such that the walker can manually remove a bag from the pocket and tear the first bag away from the following bag while leaving the following bag in a position that is easily gripped for the next required cleaning.

A seal providing a similar barrier is provided between the folds. A plural-part fastener, such as a snap fastener or a hook-and-loop fastener, is used to fasten the liner having the barrier to and within the outer shell. One part of the plural-part fastener is mounted to the liner and another part of the plural-part fastener is mounted to the outer shell.

    Abstract: A reversible raincoat or rain jacket is constructed from a plurality of panels of specialized fabric, which are joined by threaded seams and which alternatively present either a dress mode exterior or a protective mode exterior. The specialized fabric is composed of a dress weave facing, a high visibility knit facing and an interstice therebetween. The interstice consists essentially of a vapor permeable membrane. The seams are sealed at the knit facing, along the threaded seams and along borders of the panels, by tape which matches the knit facing fabric in appearance. Both faces of the fabric are infused with a water repellant treatment.

The apparatus includes a lining that may be extended to substantially the width of the garment worn by the user or retracted to reduce the area surrounding the user. The apparatus includes controllers for moving the lining between the extended position and the retracted position, which include extension cords and retraction cords connected to the lining. The extension cord is connected between a proximal end of the lining and an extension grip. The retraction cord is connected between the proximal end of the lining and a retraction grip. In the extended position, the lining surrounds a substantial portion of the user. When the retraction grips are drawn, the proximal end of the lining will be moved toward the distal end of the lining. To return the lining to the extended position, the user will pull the extension grips and the proximal end of the lining will move away from the distal end of the lining.
