A pivotally mounted bag control arm is mounted to the bag support platform and permits installation of the bag pack on the mounting device when pivoted to a first, loading position and located to rest upon an outermost bag in the bag pack when pivoted to a second, control position. A surrounding control cage is attached to the dispenser to prevent a user from pulling a lower portion of the bag.
