    Abstract: The invention disclosed is a rotational hoisting device that is mounted into the top opening of a mast pole located on a cellular network tower. The hoisting device is connected to a third party block and tackle and hoist line that is connected to a piece of cellular network equipment such as an antenna or radio. The rotational hoisting device can rotate back and forth in the mast pole to achieve mounting of the cellular equipment on a particular position on the mast pole without ever having disconnect the cellular equipment from the hoist lie.

A plurality of fabric or plastic panels are supported on a framework in turn attached to guides on the guide cables and the guides are attached to the hoisting cables. The guide cables are anchored to ground. The hoisting cables are connected to a common hoisting engine. The entire assembly of panels can be raised in unison about the structure for daily activities and then lowered at night or quickly lowered in the event of high winds.

A chuck for grasping the products is moved up and down by a pair of pneumatic cylinders on a frame and intermediate frame. In order to eliminate variations in the load carried by the cylinders and absorb the shock at the ends of the cylinder strokes, the apparatus includes surge tanks connected to the cylinders. Compressed air is provided through the surge tanks to provide an upward pressure offsetting the load on the cylinders.
