By means of the engagement between the brake ratchet and the driven ratchet, a linkage connected with the driven ratchet is able to make a stopper plate disposed above the roller prevent the roller from rotating and thus prevent the ticket from being pulled outside by an unauthorized person.

Specifically, the chuck can be moved on the collet between a first position wherein the chuck clamps the collet onto the stock and a second position wherein the collet is released to allow a sliding movement of the stock through the advancer. In either collet configuration, the stock may be rotated. An actuator is engaged with the groove on the chuck and is manipulable to move the chuck between the first and second positions.

The drive train converts the downward stroke of the lever actuator into rotary motion to rotate a drive pinion. The drive pinion is connected to drive a delivery mechanism to deliver paper towel to the exterior of the dispenser cabinet. A metering assembly engages the drive pinion to limit the number of successive reciprocations of the lever actuator. The metering assembly must be reset between each series of successive reciprocations of the lever actuator to deter wasteful use of paper towel.

The control arm is mounted on a transfer frame that is pivotally connected to the cabinet, and a transfer arm is also mounted on the forward portion of the transfer frame above the feed rolls. As the partially used roll is consumed, the control arm will move downwardly thereby pivoting the frame and moving the transfer arm toward the feed rolls to insert the free end of the fresh roll into the nip between the feed rolls so that the sheet from the reserve roll will then be fed from the dispenser.

During each dispensing cycle, the angular displacement of one of the support rollers is limited by a mechanism which includes a rotary member and a pivoted member. The abutment surface and the reset surface are positioned so the projection approaching the pivoted member contacts the abutment surface before coming to the reset surface. The abutment surface lies in the path of the projection to stop rotation of the rotary member and thus stop dispensation of the sheet material. A handle moves the pivoted member to withdraw the abutment from the projection path and to move the reset surface into the projection path.
