The device (8) is attached to the case of the cellular phone or portable radio with an adhesive layer (13). In alternate embodiment, the device (8a) has a pivoting keeper tang (18) which enables quick and easy release of the cord from its wound position. Another embodiment (8b) has a hinged keeper tang (38) which also serves to quickly remove the cord.
