    Abstract: A container for the dispensing of wire or cable has an external carton which receives a reel of cable as supported by two caddies. Each caddy has an inwardly extending substantially cylindrical bushing which is received in a central hole of a respective cable reel flange. The largest radius of each reel flange is preselected to be smaller than this such that the reel may freely rotate inside of the carton on the bushings. Cable is pulled through a slot in the carton's front panel. Preferably, left and right panels of the carton each have an arbor hole formed therein which receives an axial rod, the rod also extending through the reel and caddies. The axial rod may be used to join two or more containers together and may further serve as a support for attachment of a wheel truck on one end of the joined-together containers and a handle at its other end.

A stationary portion includes a plurality of pulleys and a supply spool of wire. Stranded material from the supply spool is routed back and forth between the mobile portion and the stationary portion, over the pulleys attached to each, until the number of strands between the mobile portion and the stationary portion corresponds with the desired number. Next the mobile portion is displaced away from the stationary portion a distance equal to the length of strands desired. A distance measurement device is mounted on the mobile portion to aid the user in ascertaining the distance that the mobile portion has moved, thereby indicating the wire length.

    Abstract: This invention relates to a payoff device particularly suited for coiled wire which is packaged without a reel. The device includes a clamp assembly rotatably supported at one end by a frame which may be affixed to a truck or other vehicle. The clamp assembly has a mandrel featuring a plurality of clamp pads connected to a main rotatable shaft by a scissors linkage which may be stationary or may push the pads in a radial direction against the interior surface of the coiled wire. Two end plates support the coil laterally and one of the end plates is removable so that the coil can be placed on the clamp assembly. The clamp assembly is supported by a frame whose upper portion is rotatable such that the payoff direction can be changed. The device also includes a brake and a stop pin to prevent unwanted rotation of the clamp assembly and a locating pin to prevent the unwanted rotation of the upper portion of the support frame.
