    Abstract: An adapter for coupling a lever to continuously unidirectionally drive a strap fastener is disclosed. The adapter includes a U-shaped frame with two free ends and a junction. The two free ends are separately provided with two shaft holes. Two sliding slots are separately formed near the shaft holes. A lever hole is formed at the junction. A ratchet shaft has an outer section with a radial hole and an inner section inserted in the shaft holes. A bolt is inserted into the radial hole. A ratchet is mounted around the ratchet shaft. A pawl is slidably disposed between the two sliding slots for engaging with the ratchet. A spring stopper is fixed between two sides of the frame. A spring is compressively arranged between the pawl and spring stopper. A holed plate is fixed between the spring stopper and the junction.

    Abstract: Apparatus and method for stringing aerial cables through tower structures using aircraft without requirement that a person be present on the tower while the aircraft is performing the stringing operation are described. An elongated needle-like threading member to which a sock line is attached and having spaced-apart projections emanating therefrom at different directions around the threading member, is directed by the aircraft pilot through a block having a pulley suspended by an insulator or other tower structure, the projections in cooperation with the block preventing the threading member from being pulled rearwardly under tension from the sock line. A device adapted for grabbing and releasing the threading member and attached to an aircraft haul line, permits the threading member to be hauled forward through the block once the aircraft flies to the other side of the tower and reattaches the grabbing device to the threading member.

The lever may be rotatably attached to the arms and reciprocated between an open position and a closed position, wherein the lever may include at least one pawl to engage the ratchet wheels and may rotate the spool when the lever is reciprocated. The release mechanism may be capable of selectively disengaging the pawl from the ratchet wheel. The securing mechanism may be selectively positionable along the strap when the strap is bi-directionally gathered onto the spool.

The lock requires a removable handle to be installed on the ratchet buckle before the lock can be released. The removable handle extends the ratchet buckle crank arm for increased leverage in exercising the ratchet buckle and when removed reduces the overall size of the ratchet buckle and eliminates a crank arm portion that would otherwise extend beyond the ratchet buckle base.
