The centrifugal locking member is pivoted on an axis transverse to the drive shaft axis and has a leg extending past said rotational axis. The leg has tool gripping structure on the opposite side of such rotational axis for receiving a tool rear shank rearward axially therepast and for more strongly radially gripping such a tool shank in response to faster rotation of the drive shaft. The invention, in another aspect, includes a tool having an elongate shank, patient tissue working structure at a front end of the shank and mounting structure at the rear end of the shank. Drive keys on the drive plate engage slots in the cutter so that the cutter rotates with the drive plate. A clamp bar is provided to clamp the cutter against the drive plate. The cutter is formed with clearances which register with the clamp bar when the cutter is rotated relative to the clamp bar, so that the cutter may be removed from the drive plate. A new cutter is then reverse rotated into a position in which it may be clamped by the clamp bar. A spring holds the clamp bar in its clamping position.
