Threaded bores are formed on top surfaces of the brackets and threaded bores are formed on side surfaces of the side members of the frame. An upper and lower part of the bumper is provided with a first and second stay extending toward the frame. A threaded through hole is formed at a tip of each stay. A rear portion of the bumper is placed in abutment with a front surface of the brackets so as to place a tip of the first stay on the top surface of the bracket. A tip of the second stay is placed along the side surface of the side members. Inner portions of the upper and lower walls are angled, respectively, downwardly and upwardly. This configuration permits fabrication of the bumper beam by rollforming without stretching the outer wall to a point where it would be damaged. A locking device is included which, when engaged, blocks the first fastening member from undesired disconnection from the second fastening member.
