The light flux control member has an entry surface, a light control surface, a back surface, and a ring-shaped groove. The light control surface includes a first transmission portion, a total reflection portion, and a second transmission portion. The ring-shaped groove includes a first inner surface and a second inner surface. A second light beam, which is a light beam that is part of the light beam emitted from the light-emitting center of the light-emitting element, enters the interior of the light flux control member at the entry surface, is totally reflected at the total reflection portion, then internally reflected at the second inner surface, and exits from the second transmission portion to the exterior of the light flux control member.
