The technologies can include receiving feedback pertaining to content data consumption in the mobile device and adjusting the delay in the communication channel to increase or decrease the bit rate of the ABR capability responsive to the feedback. The technologies can include determining an initial resolution of the content data during a trial period during transmitting content data to the mobile device and adjusting the delay in the communication channel to increase or decrease the bit rate of the ABR capability in the mobile device to a target bit rate.

Thus, the transmission bit-rate of the video encoder can be constrained to lie within a maximum and minimum rate. In an embodiment, the constraints are enforced over relatively short time intervals.

In another technique, HDR data may be coded using coding parameters that are derived from HDR domain processing but distortion measurements may be performed in a uniform domain.
