A ratchet gear is disposed at one end of the securing piece which can be in locking engaged with one detent member of the pivot arm so as to lock the retaining seat in place after each adjustment. The detent member at the other end of the pivot arm is engaged with an oblique lug having a recess at one end extended from the mounting base so as to retain the pivot arm in place after each pivot adjustment thereof.
