Polarity of direct-current components of biases applied during an image forming operation to the conductive member, the developing roller, and the toner supply roller are the same as a polarity of normally charged toner. An absolute value of the bias applied to the developing roller during the image forming operation is smaller than an absolute value of the bias applied to the toner supply roller during the image forming operation. The absolute value of the bias applied to the toner supply roller during the image forming operation is smaller than an absolute value of the bias applied to the conductive member during the image forming operation.

Developer is automatically supplied to the development members, and automatically removed developer from the respective non-developing zone of each development member.

The base layer is made of a material with a JIS-A hardness of 70° to 80° at 23° C. and a rebound resilience of 40 to 70%, the JIS-A hardness value being larger than the value of hardness of the edge layer.
