The upper section is adapted to engage a discharge pipe of an existing single flush valve system in order to select a discharge level for a lower volume flush and direct water flowing through the discharge pipe through the adapter. The bottom section of the adapter includes a pivotable flapper valve that can be operated independently of the flapper valve disposed on the single flush system in order to provide a greater volume of water for flushing of the toilet. A mounting arrangement is also provided for attachment to the toilet tank which enables the existing and additional flapper valves to be selectively activated using a pair of handles connected to the arrangement.

Pivot rods are pivotably supported on a common axis below the first and second buttons. The upper end of each pivot rod is coupled through a spring to its respective push button on top of the tank. Pressing the first button exerts a downward force through the spring on the first pivot rod to raise the opposite end thereof which in turn raises the upper flush valve. Upper and lower opposing cup shapes are integrally mounted around respective cylindrical sleeves, the sleeves being adapted to slide one within the other to adjust the spacing between the opposing cup shapes. One sleeve has an inset area with a longitudinal row of spaced holes or indentations. The other sleeve has an elongated tongue having a raised dimple which engages one of the spaced holes or indentations to set the spacing between cup shapes. A number of ribs or vanes are molded as part of the upper cup, and act to deflect the float rod to reduce any possibility of the float rod catching under the upper cup.

A feed tube then refills the tank while a bleed tube refills the bowl through the overflow pipe (16). Valves on the feed and bleed tubes allow manual flow rate adjustments. For solid wastes, the user quickly presses the flush lever.

A partial flush is obtained by lifting the flush handle upward, which rotates the actuating lever downward engaging and rotating one end of a double cam downward, causing the opposite end to pivot upward, which engages and lifts the flush valve lift arm, to a limiting stop position, to partially open the flush valve. Releasing the flush handle causes the flush valve to immediately close, allowing a minimum amount of flushing water for light liquid waste. The flush handle can be held upward against the stop position for a longer time, to allow more flushing water as may be required for darker liquid waste, while still using less water than a full flush.
