Abstract: Systems and methods for providing security, integrity, binding, maneuverability, and labeling for a plurality of papers, and for covering, protecting, and concealing the recording, viewing, or using personal, private, and nonpublic information on the page. The system includes an un-releasable locking binding device and tamper-evident binding device configured to connect, secure, and papers, which can substantially rotate 360 degrees, fold back upon itself, lie flat when open, and deter and prevent removal and insertion of pages, be tamper evident, and covering devices releasably positioned to cover personal, private, or nonpublic information located on the page. The bound plurality of papers can include an identification label and can be configured as a secure Notary journal notebook having all NonPublic Personal Information (NPPI) fields for a single record on the left or right page and an acronym list.

The travel bar includes at least one top bar extending from a top surface thereof that includes inclined opening and closing surfaces. The inclined opening surface of the top bar contacts the opening edge of the slot to pivot the first and second hinge boards to the open position.

Abstract: A ring mechanism for retaining loose-leaf pages comprises a housing and ring members for holding loose-leaf pages that are moveable relative to the housing between an open and closed position. An actuation system moves the ring members and includes hinge plates pivotally mounted on the housing and a lever actuating pivoting movement of the hinge plates in at least one direction (e.g., moving the hinge plates and ring members to the open position). The lever is connected to a travel bar that moves lengthwise of the housing between a position blocking pivoting movement of the hinge plates and a position allowing pivoting movement of the hinge plates. At least one of the lever and the hinge plates deforms when the lever moves to delay pivoting movement of the hinge plates so that the lever may move the travel bar so that it does not block movement of the hinge plates.

At least one clip is adapted to secure the clip to a substrate and thereby mount the ring binder mechanism on the substrate. The clip has a first portion, a second portion spaced from the first portion, and an intermediate portion connecting the first and second portions. The first portion has an attachment member for attaching the clip to the housing. At least one of the portions is a wire.

In the closed position, upper ends of the curved portions of the pair of half ring members abut against each other in a face to face manner, and the opposite curved portions form an upwardly directed arc.

The other end (12c-12d, 14c-14d, 16c-16d) of each ring half is attached to a respective one of the frames so movement of the frames relative to each other affects opening of the binder ring. A trigger mechanism (26) operated by a user of the binder moves one of the frames relative to the other frame which is fixed in place and does not move. Movement of the frame is longitudinally of the metal and this movement spatially separates the interlocking ends of the binder ring halves and opens the binder ring.
